RULE I
Governance
Section 1. These Rules are an addendum to the By-Laws of St. Mark Conclave and outline the procedures followed during stated and called Assemblies, and set the various fees mentioned in those By-Laws.
Section 2. The order of legal precedence is the Constitution, Statutes, Regulations, and Laws of the United Grand Imperial Council of the Knights of the Red Cross of Constantine and Appendant Orders for the United States of America, Mexico, and the Philippines, followed by the By-Laws of St. Mark Conclave, and then the Rules herein stated.
RULE II
Assemblies
Section 1. The Annual Assembly of this Conclave shall be held on or before the Festival of St John the Evangelist, or within a period of no later than thirty days thereafter, at such place as may be designated in the Dispensation or Charter, on a date determined by the Sovereign of the Conclave, written or printed notice of such date to be given to all members at least ten days prior thereto.
Section 2. Dates of Regular Assemblies may be set by the Sovereign and written or printed notice given to all members at least ten days prior thereto.
Section 3. Special Assemblies shall be called by the Puissant Sovereign, or upon the written request of Three (3) members of the Conclave. Notice shall be given to all members at least ten days prior thereto and no business shall be transacted except that for which it is called and which is specified in the notice.
Section 4. The hour of assembling shall be 3:00 o'clock PM unless otherwise ordered by the Sovereign, in which case notice shall be given.
Section 5. At all Assemblies five members, exclusive of the Sovereign, shall constitute a quorum.
Section 6. A majority vote of all members present at an Assembly shall be required to approve all business transactions, except those matters for which other provision is made in these Rules.
RULE III
Membership
Section 1. The qualifications for membership and the procedure for proposing a person for membership are provided for in the Constitution of the United Grand Imperial Council.
Section 2. The qualifications for dual Members and Honorary members are provided for in the Constitution of the United Grand Imperial Council.
Section 3. The deadline for proposing a person for any type of membership in St. Mark Conclave is November 1 of each year. The nomination form must be filled out completely and received by the Recorder by the deadline.
Section 4. The procedures for all types of loss of membership are provided for in the Constitution of the United Grand Imperial Council.
RULE IV
Membership Voting Procedures
Section 1. The Conclave at its Annual Assembly will decide on the number of new members to invite after reviewing all nominations submitted prior to or on November 1st.
Section 2. Any member may protest a nominee for membership by contacting the Sovereign by the day before the Annual Assembly. An oral or written protest shall reject the nominee.
Section 3. When voting for nominees at the Annual Assembly, members may vote for up to the number of nominees determined in Section 1, although they may vote for less.
Section 4. When there are more nominees than there are openings as determined in Section 1 the person or persons receiving the highest number of votes shall be declared eligible for election. Any nominee receiving less than the required number of votes shall not be considered rejected but the nomination shall be withdrawn.
Section 5. The nominees with the highest vote totals will be forwarded to the Grand Recorder for clearance.
Section 6. If any of the nominees forwarded to the Grand Recorder are not cleared, the nominee(s) with the next highest vote total(s) will be forwarded by the Recorder to the Grand Recorder for clearance. This process will be repeated until the number determined in Section 1 is reached or the list of nominees is exhausted.
Section 7. At the subsequent Assembly of the conclave (typically in January), the Recorder will announce the names of the nominees that have been cleared. This list of cleared and accepted nominees will be elected by a simple majority of members present at this meeting.
Section 8. Any nominee who is rejected cannot be proposed again for membership until the second year after rejection.
RULE V
Officers and Duties
Section 1. The list of officers for the Conclave is provided for in the Constitution of the United Grand Imperial Council.
Section 2. The entire officer line, with the exception of the Sentinel, will be elected at the Annual Assembly of the Conclave each year. Typically, all officers will advance one position in the line, with the exception of the Recorder and Treasurer, however this is up to the discretion and vote of the Conclave. The newly elected Sovereign will appoint a Sentinel.
Section 3. The basic duties for each officer are provided for in the Constitution of the United Grand Imperial Council.
Section 4. In addition to his requirement to appoint an Audit committee to review the book of the Recorder and treasurer, the Sovereign may appoint other committees as he sees necessary.
RULE VI
Amendments to Rules
Section 1. Amendments to these Rules may be proposed and voted on at the Annual Assembly of the Conclave.
Section 2. Any proposed change shall be presented, discussed, and voted on at the Annual Assembly. A simple majority of the members present is required to accept a proposed amendment.
RULE VII
Fees
Section 1. Annual dues for the Conclave shall be $100 for all members except Honorary members.
Section 2. The initiation fee for a new member shall be $300.
Section 3. The fee for transfer into, or affiliation by Dual Membership, shall be $100.
Section 4. There is no fee for an honorary member. Honorary members shall be exempt from the payment of dues.
